Gempalm Sorcerer taps your opponent's entire team by cycling — no mana investment beyond the cycle cost, no creature needing to survive combat. In any Wizard-heavy shell, it converts a card draw into a one-sided fog, and that trade is almost always worth it.

Commander is where Gempalm Sorcerer earns its slot — Wizard tribal decks with Azami, Lady of Scrolls or Adeliz, the Cinder Wind run enough blue Wizards to make the tap effect reliable, and the cycling keeps the card from being dead when you're behind on board. In Legacy and Vintage it's legal but effectively invisible; the Wizard synergy payoffs don't exist at a competitive level there, and cycling for a tap effect is far too slow. Modern, Pioneer, and Standard can't run it at all.
