Galvanic Relay carries one restriction worth naming: it's banned in Pauper, where cheap storm payoffs at common rarity are dangerous enough that the format won't tolerate it. Every other Constructed format leaves it legal, but it rarely sees Legacy or Vintage play because those formats demand faster, more decisive storm payoffs than a delayed card-advantage spell provides.
