Galuf's Final Act is a Commander card through and through — the incidental card draw on a sweeper is exactly the kind of two-for-one that justifies a higher mana cost in a 40-life multiplayer game. In 1v1 formats like Modern or Pioneer, paying premium mana for a sorcery-speed wipe that replaces itself is too slow against linear aggro, and more efficient sweepers exist at every price point. Legacy and Vintage don't want it either; the competition is too fierce. Stick to Commander and Oathbreaker, where the tempo loss of a big sweeper is acceptable and the card draw compounds over a longer game.
