Gallows Warden gives all Spirits you control hexproof, a continuous protection effect that taxes your opponents' targeted removal for the entire board rather than a single creature. Six mana for a 3/3 is a steep rate, and in any format with efficient answers, that body rarely justifies the slot.

Commander is the only realistic home for Gallows Warden, and even there it competes hard against cheaper Spirit-tribal payoffs. The hexproof blanket has real teeth in a 40-life pod where opponents lean on targeted removal, but six mana is a lot to ask when Rattlechains and Spell Queller are doing work on turn two and three. In Legacy and Vintage the card is technically legal but irrelevant — those formats move too fast for a six-mana do-nothing-the-turn-it-enters. Modern is similarly hostile; Spirit tribal there is a tempo deck that cannot afford a top-end this passive.
