In Commander, Galestrike is a role-player at best — the condition that a creature be tapped limits you to reactive bounces during combat or in response to activated abilities, which is too narrow for a 99-card singleton format where tempo matters less and permanent answers matter more. Pauper is where Galestrike has the most legitimate claim: bounce is a real axis at common, and the instant-speed timing against tapped attackers lines up cleanly with aggressive creature matchups. In Legacy and Vintage the effect is simply too weak given the density of removal and countermagic available, and Modern has strictly better options at the same cost. Pioneer sits in the same position as Modern — the ceiling for a conditional bounce spell is low when the format punishes tempo gaps.
