In Legacy and Vintage it's technically legal but has no competitive foothold; faster, more powerful token generators and combo pieces crowd it out entirely. The card is not legal in Modern, Pioneer, Standard, or Pauper, so those formats are non-starters. Oathbreaker is a reasonable home for the same reasons as Commander, particularly in a spell-heavy shell where the planeswalker commander enables repeated copying.
