Furnace Whelp is a 2/2 flyer for four mana whose only real selling point is a mana-sink pump ability — and four mana for a 2/2 is a terrible rate even before you account for the red pips needed to grow it. Better firebreathing options exist at lower costs, and Furnace Whelp rarely earns its slot outside of very casual tables.

Furnace Whelp is legal in Commander, Legacy, Modern, Pioneer, Vintage, Pauper, and Oathbreaker, but being legal and being playable are different things. In Commander, it occasionally appears in dragon-tribal builds under commanders like Atarka, World Render or Miirym, Sentinel Wyrm, where the creature type does more work than the card itself. In Pauper it's theoretically available but never sees play — the format's red aggro shells want efficient threats, not a four-mana 2/2.
