In competitive formats like Legacy and Vintage, four mana at sorcery speed for split damage doesn't come close to the efficiency bar. Modern and Pioneer have access to far better burn at two and three mana. Commander is the most forgiving home, where the 4-damage split can pick off a pair of mana dorks or finish a weakened creature alongside a token, but even there the sorcery timing and shallow total damage make it a fringe inclusion.
