Commander is where Fungal Behemoth belongs — counter-stacking strategies are endemic to the format, and a card that rewards going wide with counters fits naturally into Atraxa, Praetors' Voice or any Simic-adjacent build that already floods the board with +1/+1 synergies. In Legacy and Vintage, six mana for a conditional beater competes against formats that end games on turns one through three, and Fungal Behemoth will never see meaningful play there. Modern technically allows it, but the same problem applies — it's too slow and too dependent on battlefield state to earn a slot over creatures that generate immediate, unconditional value. Stick to Commander, where the long game lets it reach its ceiling.
