Fugitive Druid converts mana into cards at a rate that scales with how much you can spend — the payoff is real, but the activation cost means you need a dedicated mana-surplus shell to get consistent value out of it. In the wrong deck it's a do-nothing body; in the right one it's a repeatable draw engine.

Commander is the primary home for Fugitive Druid — multiplayer games go long enough that a repeatable tap ability has time to generate meaningful card advantage, and green's mana production makes the activation cost trivial in the right shell. Legacy and Vintage are legal formats on paper, but neither has any interest in a three-mana 1/1 that draws cards slowly when faster, cheaper engines dominate both.
