Frostwind Invoker is legal in Commander, Legacy, Modern, Vintage, Pauper, and Oathbreaker, but sees meaningful play in almost none of them. In Pauper it's the most plausible home — common-legal evasion-granting effects are narrow, and cost-reduction creatures like Biomancer's Familiar exist in the format — but eight mana is still a steep ask on a 2/3 body. In Commander, the only realistic shell is a dedicated untap or cost-reduction build where the activation drops to two or three mana, at which point Frostwind Invoker becomes a repeatable evasion engine worth considering.
