In Commander, Frostwielder occupies a narrow slot: it shuts off regenerating blockers and synergizes with untap engines or ping-matters commanders, but four mana for a 1/1 that deals one damage per tap struggles to justify a slot in most 99s. Pauper is where Frostwielder has the most plausible home, since the regeneration-denial text actually matters against common threats in that format and the card pool is shallow enough that four-mana pingers see real consideration. In Legacy or Vintage, it's a non-factor — faster, cheaper interaction dominates both formats. Oathbreaker follows the Commander logic: playable in a dedicated untap or damage-stacking shell, unplayable everywhere else.
