Outside of dedicated snow builds helmed by something like Isu the Abominable, it does almost nothing, but inside one it earns its slot immediately.

Frost Raptor is a niche card in every format it's legal in — Pauper is probably its highest-ceiling non-Commander home, where snow synergies are more concentrated and a 2/3 flier with upside is a real threat. In Legacy and Vintage it's simply outclassed; the card's power level doesn't register at those tables. Commander is where Frost Raptor actually gets played, and only in snow-tribal decks where the surveil trigger fires repeatedly rather than once or twice a game.
