Frost Augur is Commander-only in practice — snow synergy at the required density exists almost exclusively in EDH snow-matters builds. In Modern and Pioneer it's legal but ignored; no competitive snow shell needs a 1/1 looker when Scrying Sheets and Ice-Fang Coatl are doing heavier lifting. Legacy and Vintage have access to it but no incentive to run it. The card's entire resume is Commander, specifically the handful of commanders who trigger it enough to matter.
