Fractalize creates two 1/1 fractal tokens — each a copy of itself, recursively growing — for three mana at instant speed, giving you board presence and a built-in payoff for +1/+1 counter synergies all in one card. The rate is fair, not broken, but the token quality is high enough that any deck caring about counters will find a slot for it.

In Commander, Fractalize earns its slot in any Simic or Sultai deck built around +1/+1 counters, proliferate, or token doubling — the fractal tokens scale with your infrastructure rather than entering as fixed bodies. In competitive formats like Modern and Pioneer it's too slow and underpowered compared to purpose-built token generators, so Fractalize stays on the shelf there. Legacy and Vintage have no interest in it for the same reason. Standard is its other realistic home, where the counter payoffs exist and three mana for two scaling tokens can genuinely matter in the right build.
