Fractal Tender puts a 0/0 green and blue Fractal token with X +1/+1 counters onto the battlefield — where X equals half the mana spent on it — the moment it resolves, no attacking or tapping required. The cost is real: you need to sink significant mana to get a threat worth the card slot, which makes it a late-game play rather than an early stabilizer. In Primo, the Unbounded specifically, that limitation nearly disappears, since Primo's engine floods the board with counters and scales the token's entry size without you doing extra work.

Fractal Tender is legal across every major constructed format but rarely sees play outside Commander, where the slower pace and larger mana pools let it deliver on its scaling promise. In Modern and Pioneer the card is simply too mana-intensive relative to what aggressive and midrange strategies demand by turns four and five. Legacy and Vintage offer the mana acceleration to cast it large, but those formats have no shortage of broken ways to spend that mana. Commander is where Fractal Tender actually earns its slot: multiplayer games run longer, +1/+1 counter synergies are abundant, and producing a massive token at the end of an opponent's turn before untapping is a legitimate power move.
