Fractal Mascot is a Commander card through and through — the format's longer games and higher mana totals are exactly where a seven-mana clone payoff becomes viable. In 60-card formats like Modern or Pioneer, seven mana is a concession speech; by the time you untap with it, faster strategies have already closed the game. Legacy and Vintage have enough fast mana that you could theoretically land it, but Clone effects at this cost compete badly against the raw power density those formats demand. In Commander, though, Fractal Mascot rewards the decks that go over the top — copying an eight- or ten-drop that's already doing work can close games on the spot.
