Fractal Harness is legal in Commander, Legacy, Vintage, and Oathbreaker, and Commander is by far its most relevant home — the 100-card singleton format gives counter-based strategies the redundancy and game length to leverage the doubling effect repeatedly. In Legacy and Vintage, it's technically playable but faces a speed problem: three mana to cast and additional mana to equip is too slow against turn-one and turn-two threats, and those formats don't run the counter-synergy engines that make Fractal Harness sing. Oathbreaker sits closer to Commander in pace, and a counters-focused Oathbreaker shell can absolutely exploit it, especially with a Planeswalker that generates or distributes counters as loyalty abilities. Stay in Commander for its best work.
