Foundry of the Consuls is legal across Commander, Legacy, Modern, Pioneer, Vintage, and Oathbreaker, but it only meaningfully shows up in Commander, where the singleton format and slower pace let a tap-land that doubles as a token engine justify its slot. In competitive 60-card formats the five-mana activation is simply too slow — Modern and Pioneer have better token producers that don't eat a land drop, and Legacy and Vintage have no interest.
