Foul Emissary enters, tutors a nonhuman creature to the top of your library, then leaves a 3/2 body behind when it dies — two lines of value stapled to one card. The cost is that the tutor is top-of-library, not hand, so it does nothing if you can't immediately cast or cheat out that creature.

Commander is where Foul Emissary earns its keep: flicker loops, reanimator shells, and aristocrats builds all want a body that tutors on entry and replaces itself with a token on death. In competitive constructed formats like Modern and Legacy, top-of-library tutors without a draw effect are too slow and conditional to see play. Pioneer players have access to it but will find nothing there either — two-mana creatures need to threaten the board immediately, and Foul Emissary asks too much setup. Stick to Commander, and specifically to decks that can exploit both halves: enter-the-battlefield abuse or sacrifice synergies.
