Formless Nurturing is legal in Commander, Legacy, Modern, Pioneer, Vintage, Pauper, and Oathbreaker, but competitive non-rotating formats won't touch it — the counter-plus-draw effect is fine, not powerful, and those formats demand more. Pauper is the one place it's worth a second look, since common-legal card draw is a real constraint and counter synergies are more achievable at that power level. Commander is the natural home: the singleton format rewards cheap, flexible spells, and decks built around +1/+1 counter payoffs will always want another cantrip that pulls double duty.
