Forgotten Lore retrieves any card from your graveyard at instant speed — the catch is that your opponents collectively decide how much it costs by discarding cards to raise the price. In practice, that political wrinkle rarely prices you out; paying two or three extra mana to recur a bomb is almost always correct.

Commander is where Forgotten Lore sees its most meaningful play, slotting into green graveyard and toolbox builds as cheap, instant-speed recursion. The opponent-driven cost is less punishing in a four-player pod than it sounds — nobody wants to empty their hand just to tax you one extra mana. In Legacy and Vintage it's legal but outclassed by Regrowth and Noxious Revival, both of which have no opponent interaction at all. It's banned or not legal in every other competitive format, so Commander and Oathbreaker are effectively its entire audience.
