Commander is where Forge Boss earns its keep, slotting into artifact-heavy decks that already flood the board with cheap artifacts and want incidental damage to close games or clear small blockers. In Modern and Legacy, the three-mana investment is too slow and too conditional for a format that demands immediate, unconditional impact.
