Foreshadow lets you look at the top card of an opponent's library and optionally put it on the bottom — for one blue mana at instant speed, that's a meaningful information advantage plus soft disruption. In Commander, Foreshadow fills a niche role: you're spending one mana to peek at a threat before it arrives and potentially bury it, which matters most at tables where one player is pulling ahead. Legacy and Vintage both have access to Foreshadow but have no reason to run it — those formats demand direct card advantage or disruption, not soft library manipulation at one mana.
