Commander is where Foreboding Steamboat lives — the symmetrical draw is least punishing in a multiplayer setting where drawing together can be managed or exploited, and the 4/4 body is a legitimate threat at a table without efficient blockers. Legacy and Vintage can run it legally, but neither format has any reason to; six mana for a conditional draw effect is nowhere near competitive in either environment.
