In Commander, Fogwalker earns a slot in decks that need to push damage through — Arcades, the Strategist walls builds, Brago, King Eternal flicker shells, or any tempo-blue strategy trying to keep a specific threat neutralized across multiple turns. In Pauper, the common restriction makes it more relevant: a 1/4 for two that persistently taps a creature is legitimate defensive and offensive utility in aggressive blue tempo lists. In Legacy, Modern, and Pioneer, Fogwalker is too slow and too fragile — those formats have cheaper, more permanent answers and won't tolerate a 2-mana 1/4 doing a job that a Vapor Snag or Aether Gust handles cleaner.
