Fog of War taps all creatures target player controls and prevents them from untapping during their next untap step — a one-sided pseudo-board-wipe that costs two mana and an instant. It's a niche political tool that earns its slot only in decks that can weaponize a single opponent's locked board, not a general-purpose include.

In Commander, Fog of War is a politics piece: neutralize one player's blockers or attackers for a full turn cycle while the other three opponents remain untouched, which can swing a game but rarely wins it alone. Competitive tables move too fast for a two-mana do-nothing that doesn't advance your board state. In Pauper, the effect is common-legal and two mana is cheap enough that tempo decks could consider it, but the card sees essentially no play because tapping creatures without attached damage or card advantage is too slow. Legacy, Modern, and Pioneer have faster, more efficient ways to break through boards — Fog of War doesn't show up in any of those 60-card formats. It's a Commander-specific curiosity at best.
