Fog Elemental swings in as a 4/4 flier for three mana — that rate is real — but it phases out at end of combat, meaning it contributes nothing to blocking and disappears from the board immediately after it attacks. That drawback is too steep for most formats; pay three mana for a creature that can't protect you and you've essentially bought a combat trick stapled to a body that isn't there when you need it.

Fog Elemental is a bulk common in every format where it's legal, and that's not likely to change. In Commander, a 4/4 flier that phases out after attacking fails the basic test: you need your creatures to hold ground, threaten opponents across multiple turns, and survive until your next upkeep's worth of board state matters. Pauper is the one format where aggressive commons get a second look, but even there Fog Elemental's inability to block makes it a liability in any defensive role. Legacy and Vintage don't lack for efficient threats, and a creature that vacates the battlefield on its own doesn't compete. Across the board, Fog Elemental is a trivia answer, not a deck inclusion.
