Fodder Launch is a Commander card through and through — the recursion loop with Wort, Boggart Auntie only exists in a multiplayer format where you have time to set up the engine and plenty of targets worth pinging. In Legacy and Vintage it's technically legal but competes against removal that doesn't ask you to sacrifice a creature, so it sees no play there. Modern has the same problem: four mana for conditional burn is too slow against the format's threats, and Goblin tribal in Modern already has tighter, cheaper options. Fodder Launch is narrow enough that you should only be registering it if you're running a Goblin commander who can recycle it.
