It's a perfectly functional limited card that has no competitive case in constructed formats.

Flying Octobot is legal in every major constructed format but earns a slot in none of them — a conditional 4/4 flyer at this mana cost competes against cards that simply do more without the setup. In Commander, the 99-card singleton format is where bulk creatures go to underperform hardest; a one-shot combat trigger that turns a 1/1 into a 4/4 doesn't generate card advantage, doesn't combo with anything, and doesn't close games. Standard and Pioneer have access to far more efficient threats at every point on the curve. Flying Octobot is a draft card doing draft-card things, and constructed formats have no use for it.
