Flying Octobot enters as a 1/1 flyer that upgrades itself to a 4/4 the turn it attacks — reasonable stats for the cost, but a 4/4 with flying that requires a combat step to switch modes is not doing anything broken. Flying Octobot is legal in every major constructed format but earns a slot in none of them — a conditional 4/4 flyer at this mana cost competes against cards that simply do more without the setup. In Commander, the 99-card singleton format is where bulk creatures go to underperform hardest; a one-shot combat trigger that turns a 1/1 into a 4/4 doesn't generate card advantage, doesn't combo with anything, and doesn't close games.
