Flying Carpet costs four mana to play and two mana per activation to grant a creature flying until end of turn — that's a steep, recurring tax for a keyword any blue spell gives cheaper and permanently. It's a bulk artifact for a reason.

Flying Carpet sees essentially no competitive play in any format where it's legal. In Commander, four mana for the equipment plus two to activate each turn is too slow and too expensive when blue has counterspells and white has enchantments that grant flying outright.
