Flurry of Horns is a Commander card through and through — five mana for two bodies is too slow for Pauper's tempo-driven format and irrelevant in Legacy and Vintage where the bar is much higher. In Commander, the haste clause matters: the tokens can attack or activate abilities the turn they land, which is the main reason Minotaur tribal lists reach for it. Outside of Sethron, Hurloon General, the card has no real home — it's a synergy piece, not a generically powerful one.
