Flowstone Overseer turns any red creature into a removal machine, letting you pump or shrink any target by +1/-1 repeatedly at instant speed for just one red mana per activation. Six mana to cast is the real cost, and at that price you need a deck that either goes wide with expendable creatures or runs combo lines that abuse the repeated activated ability — otherwise it's a slow, overcosted value engine.

Commander is the only format where Flowstone Overseer is worth serious consideration, and even there it's niche. The ability to repeatedly zero out opposing creatures or build up an attacker is powerful in long games, but six mana for a 4/4 with no immediate impact the turn it enters is a liability in competitive pods where the table will answer it before you untap. In Legacy and Vintage it's legal but functionally invisible — the format speed makes a six-mana creature with a paid activation a non-starter. Flowstone Overseer finds its best home in slower, battlecruiser Commander games where you have time to develop mana and grind value over several turns.
