Flowstone Flood ends the game on the spot in any deck that can generate enough mana — it kills every land an opponent controls at sorcery speed for X, where X is the number of lands destroyed. The cost is steep in two directions: you need a massive mana advantage already established, and this does nothing if you're behind.

Flowstone Flood is legal in Commander, Legacy, Vintage, and Oathbreaker, but it only really belongs in Commander, where games go long enough to accumulate the mana needed to make it backbreaking. In Legacy and Vintage the format is too fast and too full of free interaction for a six-plus-mana sorcery to ever resolve cleanly. Commander is the natural home — specifically in big-mana red or Gruul shells that can hit absurd mana totals and use Flowstone Flood as a one-sided apocalypse when opponents are tapped out.
