Flourishing Strike puts a +1/+1 counter on a creature and deals damage equal to that creature's power to another target — two meaningful board interactions stapled to one card. The two-mana cost is fair, but the effect isn't good enough for most Commander slots where you need effects that scale harder.

In Commander, Flourishing Strike fits narrowest in decks that care about +1/+1 counters and creature power — think Simic or Golgari builds where the damage clause actually threatens relevant totals. Outside those shells it's outclassed by removal that doesn't require a creature to point at. In Pauper, where the card pool is tight and every common has to justify itself, Flourishing Strike can earn a role in counters-matter aggro, but it competes with cleaner pump spells.
