In Commander, Floodwater Dam is a quietly efficient piece of tempo disruption — one blue mana to strand multiple attackers or cut an opponent off a key combo activation at instant speed is a real effect, and the repeatability is what separates it from a one-shot fog. It fits best in blue control, stax, or spellslinger builds that activate it multiple times per cycle.
