Floodbringer taps down a land on each upkeep — a repeatable soft lock that compounds fast in multiplayer. The cost is a 1/1 body for two mana that does nothing the turn it enters, so it earns its slot only in decks that can protect it or abuse the tap trigger.

In Commander, Floodbringer is most disruptive at three or four-player tables where it can rotate targets and strand mana-hungry opponents every turn. In Pauper it sees fringe play in tempo and control shells that want cheap, persistent disruption at common rarity. Legacy and Vintage have too many fast mana sources and broken lines for a one-land tap to matter, and neither format has given Floodbringer a real foothold. Oathbreaker mirrors Commander's verdict — viable in tap-heavy or stax builds, ignored everywhere else.
