Flight Spellbomb sees its best home in Pauper, where cheap cantripping artifacts slot into Affinity shells and the one-mana draw trigger is worth the slot. In Legacy and Vintage it's legal but invisible — better options exist at every point on the curve. Commander is where Flight Spellbomb earns a conditional pass: artifact-count commanders like Breya, Etherium Shaper or Riddlesmith builds can justify it purely as a zero-cost artifact that replaces itself, treating the flying as a bonus rather than the point. Outside those shells, it's a worse Aqueous Form that doesn't stick to the battlefield.
