In Commander, Flensing Raptor is a niche inclusion that earns its seat in dedicated oil-counter builds — three opponents all losing a creature when you spend a counter is real, but outside that shell it's too slow and too conditional to compete with unconditional removal. In competitive 1v1 formats like Modern and Pioneer, two oil counters means exactly two sorcery-speed edicts on a 3/3 for four mana, which is nowhere near rate for those formats.
