Fledgling Imp is a bulk common in Pauper, where it has never been competitively viable — the format's aggressive black decks want faster threats and the discard cost is a liability against opponents applying early pressure. In Legacy and Vintage it's a non-factor; those formats have no ceiling on what black can run, and Fledgling Imp isn't close to the cut. Commander is its most plausible home, specifically in Anje Falkenrath or Obosh, the Preypiercer discard-value shells where pitching a card to power it up is a feature, not a tax.
