In Commander, Flaying Tendrils fills a specific niche: it answers token floods and incidental small creatures while denying the graveyard value that makes those creatures worth killing twice. The exile clause does real work against popular recursion commanders. In Modern and Pioneer, it's a sideboard option against aggressive one- and two-toughness strategies, though it competes with Anger of the Gods in Modern — that card hits harder and also exiles, making Flaying Tendrils the second choice unless you need the lower floor on damage to protect your own creatures.
