Flash of Insight lets you look at the top X cards of your library and keep one — and if you can pay the flashback cost, you get to do it twice from a single card slot. Two looks at your library for one card slot is efficient enough that any blue Commander deck running a graveyard subtheme or spell-count payoff should consider it.

In Commander, Flash of Insight earns its slot in decks that can reliably pay the flashback — Izzet spellslinger builds and graveyard-heavy blue strategies get the most mileage out of two library digs from one card. Legacy and Vintage have access to it but free cantrips and more powerful card selection make Flash of Insight a fringe inclusion at best — the conditional nature of X-cost filtering doesn't compete with Brainstorm or Ponder. It's not legal in Modern, Pioneer, or Standard, and Pauper's card-pool also excludes it, so Commander and Oathbreaker are the realistic homes where the flashback upside actually matters.
