In Legacy and Vintage it's strictly outclassed: four mana for a 2/2 with a conditional upside doesn't compete with the card-efficiency those formats demand. Modern is legal but equally uninterested; tempo decks want their payoffs to threaten on their own, and Flaring Flame-Kin needs infrastructure to do anything. In Commander, specifically in Zada or Adeliz shells where casting five instants in a turn is routine, it earns its slot as a redundant haste-and-power engine.
