Commander is the natural home for Flare of Cultivation — multiplayer games run long enough that free ramp plus a cantrip compounds meaningfully over the course of a game, and green creature decks generate the fodder to pitch it reliably. In Legacy and Vintage it's legal but essentially irrelevant; those formats have faster ways to accelerate mana and rarely need a sorcery-speed land drop. Modern is where Flare of Cultivation is most interesting outside Commander: one-mana ramp spells are the baseline expectation, so a zero-mana version that draws a card clears the bar easily in landfall or creature-heavy shells, though the pitch cost adds real deckbuilding constraints.
