The payoff is real, but it demands a deck built around scry to matter; drop it anywhere else and it's a vanilla 2/2 for three.

Flamespeaker Adept is a Commander card through and through — the format's longer games and scry-heavy commanders give it enough trigger density to actually threaten combat. In Modern and Pioneer it's too slow and too conditional; scry is incidental in those formats, not a sustained engine, so the Adept never reliably turns on. Legacy and Vintage have the raw card quality to scry repeatedly but zero reason to invest three mana in a creature that dies to everything and doesn't close games fast enough.
