It's a functional combat trick and pinpoint removal in one, but 3 damage barely clears utility creatures in Commander, so it earns a slot only in dedicated red spellslinger or damage-based synergy builds.

In Commander, Flameshot is a fringe inclusion — 3 damage for two mana at instant speed is a fair rate, but the format's inflated life totals and oversized creatures make it compete hard for removal slots against Lightning Bolt variants that go straight to the face. It finds the most traction in spellslinger shells that count every instant and sorcery, where the incidental damage is a bonus rather than the point. Legacy and Vintage both have access to it, but neither format rewards a two-mana Shock variant when cheaper and more impactful options exist. Oathbreaker is the best home outside Commander — lower life totals and the ability to target the opponent's planeswalker directly make Flameshot's ceiling meaningfully higher there.
