Flame Spill deals damage equal to a creature's power to any target, then the excess carries over to that target's controller — so a 6-power attacker doesn't just kill a 4-toughness blocker, it also hits the player for 2. It's a removal spell and a damage source in one, which makes it punch above its mana cost in any deck that routinely deploys large creatures.

Commander is where Flame Spill earns its slot: trample-on-a-spell is a real effect when you're swinging with a Ghalta, Primal Hunger or a pumped Queza, and the reach it provides can close games that board stalls would otherwise drag out. In Modern and Legacy it competes against a removal suite that doesn't need a big creature to back it up, so it rarely makes the cut outside creature-centric aggro shells. Pioneer is a similar story — conditional damage spells lose ground fast when the format's threats demand unconditional answers. Oathbreaker shares enough of Commander's big-creature DNA that Flame Spill can find a home there too, particularly in red-based combat decks.
