First Responder gives a creature vigilance and the ability to tap to prevent 1 damage to any target — a negligible defensive effect that rarely changes a game's outcome. It's a bulk common for a reason: the effect is too small and too mana-inefficient to warrant a slot in any competitive list.

In Commander, the single-damage prevention is irrelevant at a 40-life table where threats deal damage in chunks of 5 or more — you're spinning your wheels tapping this instead of advancing your board. Legacy and Vintage move too fast for a three-mana do-nothing creature to survive, let alone matter. Oathbreaker shares Commander's fundamental problem: the effect doesn't scale.
