Fires of Victory is a fight spell stapled onto a cycling effect — it kills a creature and replaces itself if the target is small enough to lose the fight. At three mana with cycling backup, it earns its slot in any Temur or Naya deck that wants efficient interaction without card disadvantage.

In Commander, Fires of Victory fills the role of flexible removal that never fully bricks — if the fight target is too large, you cycle and move on. Outside Commander, it's legal in Legacy, Modern, Pioneer, Vintage, and Oathbreaker, but fight spells compete with far more efficient instant-speed removal in those formats, and Fires of Victory won't see serious play in any of them. Commander is the format where conditional removal is forgiven and the cycling safety valve makes Fires of Victory genuinely worth a slot in creature-heavy green shells.
