Firemane Avenger is a Commander card in practice — the battalion condition asks you to attack with three creatures, which happens reliably in a 100-card multiplayer game but is a real ask in 60-card formats where the board is thinner and removal is cheaper. In Modern and Pioneer, a four-mana 3/3 that needs setup to generate value doesn't compete with the format's speed. Legacy and Vintage are non-starters for the same reason at a higher power ceiling.
